HB 3601- Directs administrative law judge to conduct implied consent hearing by telephone or other two-way electronic communication device. Establishes fee for requesting hearing. Directs Department of Transportation to waive or reduce fee for persons who are indigent. HB 3602- Makes forfeiture of hydroelectric project license due to nonuse subject to same presumption, rebuttal of presumption and process applicable for forfeiture of water right due to nonuse. Deletes provision terminating license of hydroelectric project that transfers to state or municipal corporation by sale upon foreclosure, execution or other involuntary means. HB 3604- Requires contracting agency that issues request for proposals or invitation to bid for construction related to interstate bridge to include preference for products, materials and components fabricated in close proximity to site at which products, materials and components will be used and to consider, consistent with life cycle analysis, whether products, materials and components will help state to meet greenhouse gas reduction targets. Requires contracting agency to give preference to procuring goods for public use that are manufactured close to location at which goods will be used and to goods for which life cycle analysis shows that methods and materials used in manufacturing, using and disposing of goods will help state meet greenhouse gas reduction targets. Declares emergency, effective on passage.
HB 3605- Deletes maximum loan amount permitted from Oregon Business Development Fund for applicants proposing business development projects. Increases maximum amount of loan that may be approved by Director of Oregon Business Development Department. Removes security and collateral requirements for business development loans. Appropriates moneys from Tax Amnesty Fund or General Fund to Oregon Business Development Fund. Declares emergency, effective on passage.
HB 3606- Modifies provisions related to determination of return share and return share by weight of certain covered electronic devices. Declares emergency, effective on passage.
HB 3607- Requires health insurers to report information to Director of Department of Consumer and Business Services regarding customary and usual fee paid for services of clinical social worker. Requires House interim committee on health care to study reimbursement rates established by insurers for behavioral health care providers and interplay of such rates with mental health parity requirements. Declares emergency, effective on passage.
HB 3608- Establishes tax credit for transportation of woody biomass from forest management operations to biofuel producer. Establishes tax credit for biomass electrical generation based on kilowatt hours of electricity produced. Establishes tax credit for purchase of equipment to collect or process waste materials or to manufacture product from waste materials. Applies to tax years beginning on or after January 1, 2010. Directs State Department of Energy to conduct study of biomass facility sites in state. Takes effect on 91st day following adjournment sine die.
HB 3609- Permits enterprise zone sponsor to waive employment requirements and extend property tax exemption period for authorized business firms under certain economic conditions. Takes effect on 91st day following adjournment sine die.
HB 3610- Specifies date by which trustee must provide affidavit of compliance with requirement to meet with grantor and review grantor’s request to modify mortgage loan. Declares emergency, effective on passage.
HB 3611- Creates subtraction from federal taxable income for health insurance premium payments made during tax year by individual taxpayer for health benefit coverage of taxpayer, taxpayer’s spouse or dependents. Applies to tax years beginning on or after January 1, 2010.
HB 3612- Allows repayment, one tax year at time, of additional ad valorem property taxes owing due to correction of error or omission of property in prior tax years. Applies to property tax years beginning on or after July 1, 2010. Takes effect on 91st day following adjournment sine die.
HB 3613- Prohibits leasing for purposes of exploration, development or production of oil, gas or sulfur in territorial sea. Excludes exploration for scientific or academic research purposes or geologic survey activities. Requires that exploration for oil, gas or sulfur in territorial sea conform to certain standards. Declares emergency, effective on passage.
HB 3614- Establishes Task Force on Core Functions of Government. Sunsets task force on date of convening of next regular biennial legislative session. Declares emergency, effective on passage.
HB 3615- Includes insurance and loans and extension of credit in definition of “real estate, goods or services” for purposes of Unlawful Trade Practices Act. Declares emergency, effective on passage.
HB 3616- Establishes requirements to be met before applicant seeking to construct liquefied natural gas import terminal or related pipeline may be issued specified permits and authorizations.
HB 3617- Allows existing special district or county service district to continue to provide services for newly incorporated city if petitioners propose and voters approve of continuance. Declares emergency, effective on passage.
HB 3618- Modifies definition of “home care worker” for purpose of providing workers’ compensation to certain individuals who receive compensation from Department of Human Services, area agencies or other public agencies. Requires department, area agencies and other public agencies to collect names of, and other information pertaining to, those individuals before October 1, 2010. Requires department to keep and maintain information until July 1, 2013. Provides workers’ compensation to certain individuals who receive compensation from department, area agencies or other public agencies beginning January 1, 2011. Requires inclusion of names of, and other information pertaining to, those individuals in registry maintained by Home Care Commission on or after July 1, 2013. Declares emergency, effective on passage.
HB 3619- Establishes Task Force on Education Career Preparation and Development for purpose of improving effectiveness of school teachers, administrators and counselors by building stronger connections between education career preparation institutions and employers of education professionals. Sunsets task force on date of convening of next regular biennial legislative session. Declares emergency, effective on passage.
HB 3620- Creates income tax credit for capital improvements to business facilities or homes that are commenced prior to later of May 1, 2010, or effective date of Act. Limits amount each taxpayer may claim. Establishes requirements for certification of capital improvements. Applies to tax years beginning on or after January 1, 2010. HB 3621- Authorizes certified backflow tester to test, install, repair and maintain certain backflow assemblies. Exempts employer of certified backflow tester from licensure as plumbing business for backflow assembly work by tester. Exempts certified backflow tester from plumber licensing requirement. Creates cross-connection and backflow assembly specialty certificate program for journeyman plumbers and apprentice plumbers. Requires specialty certificate program to be operational no later than January 1, 2011. Restricts testing, installation, repair and maintenance of certain backflow assemblies to plumbers holding cross-connection and backflow assembly specialty certificate. Applies to backflow assembly testing, installation, repair and maintenance work performed on or after July 1, 2011. Makes violation subject to civil penalty, not to exceed $5,000 per offense or $1,000 for each day of continuing offense. Declares emergency, effective on passage.
HB 3622- Excludes accidental death and dismemberment insurance from definition of “health plan” for purposes of insurance premium assessment.
HB 3623- Requires Oregon Liquor Control Commission to include informational materials regarding human trafficking with certain license renewal notices, if materials are supplied by nonprofit organization. Applies to license renewal notices that commission sends before January 1, 2012. Declares emergency, effective on passage.
HB 3624- Requires appraisal management companies to register with Appraiser Certification and Licensure Board. Establishes standards for appraisal management companies. Prohibits appraisal management companies from attempting to influence appraisals, altering completed appraisal reports or placing certain requirements on independent contractor appraisers. Directs board to establish dispute resolution process. Authorizes board to impose civil penalties on appraisal management companies. Declares emergency, effective on passage.
HB 3625- Designates May of each year as Maternal Mental Health Awareness Month. Declares emergency, effective on passage.
HB 3626- Directs Department of Education to establish pilot program for purpose of providing comprehensive vision screenings to students. Sunsets June 30, 2011. Declares emergency, effective on passage.

HB 3628- Authorizes Superintendent of Public Instruction to enter into contract for purpose of ensuring that Chinese language is available to public school students. Declares emergency, effective on passage.
HB 3629- Specifies length of term for which pawnbroker may renew pledge loan, when pledgor renews pledge loan and date on which grace period for redeeming pledge loan begins. Declares emergency, effective on passage.
HB 3630- Authorizes county court or board to adopt forced release plan authorizing supervision of persons on forced release. Declares emergency, effective on passage.
HB 3631- Prohibits insurer from treating injuries sustained from sexual violence as preexisting condition
for coverage, underwriting or rating purposes. Declares emergency, effective on passage.
HB 3632- Requires Oregon Health Authority to study viability of implementing pay or play system of employer-based health insurance coverage in Oregon and to report results of study and, if system is viable, proposed plan for implementation to interim legislative committees. Declares emergency, effective on passage.
HB 3633- Clarifies state goal for Oregon’s retail electrical load and specifies that by 2025 at least half of eight percent goal must be derived from tidal energy, ocean thermal energy, wind energy generated from jetty-mounted device or wave energy generated from jetty-mounted device.
HB 3634- Provides victims of crime with certain rights in habeas corpus proceedings, direct appeals, post-conviction relief proceedings, proceedings conducted by the Psychiatric Security Review Board and proceedings conducted by the State Board of Parole and Post-Prison Supervision. Declares emergency, effective on passage.
HB 3635- Allows public school to create innovation plan or group of public schools to create group innovation plan. Establishes process by which plan is approved. Declares emergency, effective on passage.
HB 3636- Establishes Oregon Other Funds Reserve Fund. Transfers amounts from dedicated or continuously appropriated Other Funds accounts or funds to reserve fund. Transfers interest from reserve fund to State School Fund. Specifies circumstances under which amounts transferred to reserve fund may be modified or appropriated. Takes effect on 91st day following adjournment sine die.
HB 3637- Creates income tax credit for hiring of qualified employees by taxpayer. Applies to tax years beginning on or after January 1, 2011, and prior to January 1, 2012. Permits corporations operating emerging businesses to defer corporate excise and income taxes. Establishes maximum amount and duration of deferred taxes. Directs Oregon Business DevelopmentDepartment to publicize and promote availability of tax deferral. Applies to tax years beginning on or after January 1, 2010, and before January 1, 2018. Allows deferral of gain, for purposes of state personal income taxes, on sale or other disposition of capital asset if proceeds are reinvested in qualified business interests, qualified investment funds or qualified business assets. Applies to gain incurred from disposition of capital assets in tax years beginning on or after January 1, 2010, and before January 1, 2011. Takes effect on 91st day following adjournment sine die.
HB 3638- Prohibits former member of Legislative Assembly from receiving salary for serving as public official in state government during period beginning on date person ceases being member and ending on date of adjournment sine die of next regular legislative session. Declares emergency, effective on passage.
HB 3639- Establishes program for education loan repayment for providers of primary care. Creates Primary Care Student Loan Repayment Fund. Continuously appropriates moneys in fund to Oregon Student Assistance Commission for purposes of paying student loan repayment assistance under program.
HB 3640- Requires county assessor in county with population of more than 340,000 to cancel property tax assessment for manufactured structures if total assessed value of all manufactured structures taxable as personal property of taxpayer is less than $12,500. Takes effect on 91st day following adjournment sine die.
HB 3641- Limits amount of biennial appropriations by Legislative Assembly. Specifies what constitutes appropriation. Exempts certain appropriations. Specifies when revenues that exceed amount of limit are transferred to Oregon Rainy Day Fund. Modifies conditions under which moneys may be appropriated from Oregon Rainy Day Fund. Modifies limit on amount that may be transferred to Oregon Rainy Day Fund. Declares emergency, effective on passage.
HB 3642- Allows supervising physician organization to collectively supervise physician assistant. Defines “supervising physician organization.” Declares emergency, effective on passage.
HB 3643- Limits for six-year period beginning July 1, 2009, payment of expenses from bond proceeds and other revenues, including federal funds, collected or received by Oregon University System for construction of Marine Mammal and Genomics Building by Oregon State University at Hatfield Marine Science Center. Establishes account related to issuance of general obligation bonds under Article XI-G of Oregon Constitution. Specifies that capital construction provisions become operative if Oregon State University receives federal grant in specified amount from National Institute of Standards and Technology for building construction. Becomes operative on day after date Legislative Counsel and Legislative Fiscal Officer receive notice from Oregon Department of Administrative Services of award of federal grant. HB 3644- Creates Oregon Economic Gardening Council. Creates Oregon Economic Gardening Fund. Continuously appropriates moneys in fund to Oregon Business Development Department for purposes of council. Declares emergency, effective on passage.
HB 3645- Allows public utility full cost recovery for hydrogen power station investments. Allows hydrogen
power stations using anhydrous ammonia to qualify for renewable portfolio standards.
HB 3646- Authorizes proceeds of private activity revenue bonds to be used for management and operation of eligible projects. Requires related agency, or State Treasurer, to pledge or use moneys received to subsidize borrowing costs to repay bonds for which subsidy was provided. Declares emergency, effective on passage.
HJR 100- Proposes amendment to Oregon Constitution establishing right of all Oregonians to equal opportunity to lead healthy and productive lives. Establishes obligation of state to ensure every legal resident of state access to effective, medically appropriate and affordable health care. Refers proposed amendment to people for their approval or rejection at next regular general election.
HJR 101- Proposes amendment to Oregon Constitution relating to bonded indebtedness for institutions of
